Village Panchayat Administrative System and Officials: A Brief Overview

Village Panchayats are the basic units of Kerala’s decentralized governance system. For the smooth functioning of a Panchayat, the elected governing body and officials from various departments work together to deliver services and implement development activities.

1. Structure of the Governing Body (Administrative Structure)

The elected representatives are responsible for policy formulation and decision-making in the Panchayat. Its structure is as follows:

  • Panchayat Governing Body: The principal body consisting of the elected Ward Members and the President.
  • Steering Committee (Main Committee): The key committee responsible for coordinating the activities of the governing body.
  • Standing Committees: There are four major committees responsible for various development and welfare activities:
    1. Finance Standing Committee: Deals with financial matters and related activities.
    2. Development Standing Committee: Leads and oversees infrastructure and development activities.
    3. Welfare Standing Committee: Implements social welfare and related schemes.
    4. Health & Education Standing Committee: Focuses on health, sanitation, and education-related matters.
